Many quarters, like the Greenpeace have severely criticized the use of the $500 million CTF (Clean Technology Fund) sourced from $l00 PHL govt and the rest from ADB that will be used for e trikes. They say that this does not solve the RE problem, nor does this promote clean technology in the long term, because to plug in/recharge the e trikes, you have to plug in to the grid which use fossil fuels.
The $500 million fund could be very well used to buy l00 mW of solar power even at 2010 prices of $5 million/mW.
But analyzing the videos from ADB, the fund is really for e trikes which will benefit the tricycle drivers/operators in the PHL. It will lessen carbon emission and will benefit the Japanese manufacturers who will mass produce the e trikes. Is this CSV (yes for the Japanese who are major stockholders of ADB)?
So enough about talk of CTF being used for AREP (Alternative Renewable Energy in the PHL) It is for E trike period. If we want to help Mindanao power problem, you must find other solutions or be entrepreneurial
